No, it is the percent of bread and dairy people eat in comparison to sausages and fish. From what I can tell it's not too big of an issue for the yellows to pop up, but they are a warning that before long some settlers may go on strike, so if you see a yellow, try adding another food producing building and build a bit of a surplus. So basically you want it as close to 0% as possible, like I just did level 9 of the campaign and it was at 0% and I never saw the icon pop over settlers once. There are times where I definitely have food on my counter, but I notice some settlers have the yellow food icon above them, or on rare occaision a red icon, my guess is some of the food on the counter is sort of 'on reserve' by other settlers.
